HM Land Registry and Namos Deliver HR Service Transformation with Oracle Cloud

HMLR Case Study

About HM Land Registry

HM Land Registry is responsible for registering land ownership in England and Wales, maintaining trusted property records that support individuals, businesses and the wider property market. As part of its ongoing digital transformation programme, the organisation identified an opportunity to modernise the way HR services were delivered and managed.

The existing HR support platform had served the organisation for many years, but evolving business requirements created a need for a more modern, data-driven and user-friendly solution. HM Land Registry selected Oracle Fusion Cloud Human Capital Management (HCM) to enhance HR team and employee experiences, strengthen workforce insights, and create greater opportunities for self-service. As part of this transformation, HM Land Registry implemented Oracle HR Help Desk and Oracle Case Management within Oracle Fusion Cloud HCM, supported by partner Namos.

Challenge

From the outset, HM Land Registry and Namos focused on creating a collaborative delivery model based on shared outcomes rather than traditional supplier and customer boundaries. A full-day project kick-off workshop brought together HR, the Corporate Systems Services Team and programme stakeholders alongside the Namos consulting team to align objectives, responsibilities and delivery expectations.

This early investment established the foundations for a genuine OneTeam culture that remained throughout the programme. Open communication, strong stakeholder engagement and close collaboration enabled rapid decision-making and helped identify potential challenges early.

“The collaboration and engagement from both teams was fantastic. It genuinely felt like we were working with our own team rather than an external supplier. The kick-off workshop was key because it got everybody on the same page from the very beginning.”

Oracle Best Practice in Action

Working closely with stakeholders across the organisation, HM Land Registry and Namos designed a solution that balanced business requirements with Oracle best practices. An adopt-not-adapt philosophy was used, reducing unnecessary complexity whilst maximising long-term value from the Oracle platform.

Through a series of discovery workshops and solution walkthroughs, end users were actively involved in shaping the future-state design. This approach helped drive stakeholder buy-in, ensure requirements were understood early and build confidence in the new platform ahead of deployment.

A Smooth Transition to Oracle Cloud

Despite the scale and complexity of the implementation, go-live proved remarkably smooth. Extensive preparation, testing and readiness activities meant users were able to begin working with the new platform with minimal disruption to day-to-day operations. While a small number of post-launch support cases were identified, these were quickly addressed through a structured hypercare support programme.

The successful deployment reflected the quality of planning and collaboration throughout the programme, as well as the commitment of both organisations to delivering a positive outcome for users.

Creating a Blueprint for Future Transformation

Following implementation, HM Land Registry completed a formal lessons learned review involving both internal stakeholders and the Namos team. The project was recognised as a strong program, with stakeholder engagement, collaborative working, testing and the OneTeam delivery approach identified as significant contributors to success.

Importantly, the programme delivered more than a technology change. It established a foundation for future HR service transformation, helping HM Land Registry continue its journey towards more efficient, data-driven and user-focused HR services.

“This project has been recognised as one of the stronger project deliveries within the organisation. The combination of early stakeholder engagement, clear expectations, a genuine OneTeam approach and significant investment in testing created a strong foundation for success.”
